1: It depends on your application logic, reject the call is one possible
action.

2:the format of SDP in PRACK to reject the Offer should follow the rule
mentioned in RFC3264.

I need help on the following issue. My call flow goes on like this.

INVITE (No SDP)

100 TRYING

183 Session Progress (Offer SDP)
<-----------------------
PRACK
------------------------>

This PRACK message rejected the Offer SDP by sending an Answer SDP with 
Port value as 0. 

My queries are:

1. What should be done next by the UAC? Should it send a 4xx response? 2.
What will be the format of the SDP received in the PRACK? Will it list 
out any of the codec capabilities?

Please provide me some RFC which can give information on this.
