Hi Sateesh,

UserAgent1(UA1)====>ProxyServer(PS)====>UserAgent2(UA2)


Access lists / Reject Lists reside with the server
(May be proxy, GLMS in PoC specifications, etc).

When the user UA1 makes the call to UA2 and if PS
(Proxy Server) has UA1's name in UA2's reject list, it
can automatically reply with some 403 Forbidden 
message.

This is possible from looking at original identity of
the sender of the message (From header in the
request).
