Hmmm.  And any situation where there could be a race between the two
ends to terminate a usage could result in a glare situation.  For
instance, a subscription can be terminated by the subscriber by a
SUBSCRIBE with Expires: 0, or by the notifier by a NOTIFY with the
appropriate subscription-state information.

I expect there will be more of these situations.

I think we then must use your interpretation, that a 481 means only to
terminate the dialog-usage.
