IMHO , that's not entirely correct ...
For generating a request an UAC should include a Route header filed if a
route set is present, the UAS also must form it's internal route set
from the record routes of the incoming request...

For the detailed procedures , see section and 12.1 and 12.2 of 3261 on
how to process the route/record-route headers for creating the route set
in both UAS and UAC.

Route header is used to help in routing SIP messges.
Only proxies can route SIP messages. So UA need not worry about route
header processing.
