IMHO , that's not entirely correct ... For generating a request an UAC should include a Route header filed if a route set is present, the UAS also must form it's internal route set from the record routes of the incoming request...
For the detailed procedures , see section and 12.1 and 12.2 of 3261 on how to process the route/record-route headers for creating the route set in both UAS and UAC.
