So I guess that the conclusion would be
* In SIP messages, it's always decimal, remove leading zeros
  Which means we can not use standard libraries for parsing IP addresses
* An IP address with four digits in a SIP message is illegal
* While reading configuration files, it depends on application, host
system and platform

* What about SDP IP addresses?
