I wonder why "64*T1" is used for Timer J instead of "> 32s" as for 
Timer D? T1 values of the UACs are unknown to the UAS. So, decreasing 
T1 on the UAS might result in multiple receptions of the same 
retransmitted non-INVITE request if Timer J is set to 64*T1.
