It's not necessary that the request is sent with in dialog or not.
 
For instance you have negotiated the credentials thru REG transaction;
the same could be used for the new outgoing INVITE requests. In this
case REG does not create any dialog and also INVITE itself is a dialog
creating request..

I thinkthe same can be done but withing a dialog. Infact, for a
registeration refresh the UA is suppposed to send request with
credentials.
