Routing Header means only Via header??
If there is an error in the Route, Record-Route or contact, then UA will be
able to send 4xx response. If there is an error in the Via header, then UA
may not be able to send back the response. So in this case it can discard
the message.

Hi,
I agree if proxy discards this request then there will be
retransmissions; however, if any mandatory headers are mal-formed then 400
response cannot be sent. It is because if the request carries mal-formed
request, then response to that request cannot be encoded(built). Among
mandatory headers if Cseq, Call-ID and Max-Forwards are error prone then we
can respond with 400 response, just to stop retransmission. As Ajit said,
it
is important to drop when any routing headers are mal-formed.

the 400 response back. If proxy discards this request, then it will receive
the re-transmitted message. This will congest the network.
If there is an error in the To, From, CSeq, Call-ID, and Max-Forwards
header, then proxy will be able to send the 400 response back using via
header. If there is an error in the Via header, then proxy may not be able
to send back the response. So in that case it can discard the message.

In such case the proxy can drop the packet and let the UAC retry the
request. This behavior is particularly important when there is some error
in
mandatory headers that affect routing decision.
One more solution can be to send the response back to the IP and Port from
which the proxy has received the request.
The proxy need not always respond to every junk packet. It should be smart
enough to drop the packet. In certain case the proxy may continuously get
junk packets and in such case it's more feasible to drop packet.
