Well as per RFC, Registrar is a special kind of UAS that handles only
REGISTER
requests. So you MAY get a 405 method not allowed if you do that.

In most practical implementations, Registrar implements a complete SIP stack
ie. the UAS resides in the same node and should be able to respond back to
your OPTIONS.
