When presented within a 401/407 challenge, the value must be within quotes
as defined by RFC 3261 qop-options.

qop="auth-int"


When presented within request credentials, the value must not be within
quotes as defined by RFC 3261 message-qop.  (However since this is a common
interop problem, some products do allow quotes.)

qop=auth-int
