Yes, "/" character is valid to use in the User part of the SIP URI.
As per ABNF of SIP in RFC 3261:
userinfo = ( user / telephone-subscriber ) [ ":" password ] "@"
user = 1*( unreserved / escaped / user-unreserved )
user-unreserved = "&" / "=" / "+" / "$" / "," / ";" / "?" / "/"
Hence it is legal to use "/" in user part of SIP-URI.
