As the transaction has terminated, there is no way to distinguish
this delayed request from a new request, so it shall be handled as new
request only. And if the request is within dialog then UA can reject the
request based on the Cseq. If it is out of dialog request then it shall be
processed normally and the decision will be reserved with APP.

As per sip rfc 3261 the non-invite server transaction created by any
request persists till timer J fires ie it will be moved to the terminated
state.
What happens if UAS receives the same request say because of delay after
moving to the terminated state.
It should process the request once again or ignore it.
If UAS has to ignore the same request , in which layer it has to be
handled.Is it in Transaction layer or User Agent Layer.
