The specs are not at all clear on the scope of the Supported header, so
having said it once, you might need to say it again in the future, and
you may not. If you want to be safe it is probably best to say it in
every request and response.
But, the likelihood of needing to specify Supported in a BYE is minimal.
I wouldn't worry about it.
