Hi, Since it would make much more sense to parse the mandatory SIP headers first before moving onto SDP validation, so I think the UAS needs to send a 404 response rather than a 488.
Moreover, the error responses for media should be thrown only if the user has been at least identified (and authenticated if needed). I hope this helps.
