I think you're wrong here. RFC 3261, section 16.7:
   Until a final response has been sent on the server transaction,
   the following responses MUST be forwarded immediately:
   -  Any provisional response other than 100 (Trying)

   -  Any 2xx response

So it's possible that the proxy has sent provisional responses of 
different UAS endpoints to the originating UAC before it forwards the 
final response to the UAC.
