I think the relevant passage is in section 10.3, item 7, at the top of page 66: "For each address, the registrar then searches the list of current bindings using the URI comparison rules." The implication is that the bindings of an AOR are a set of URIs, decorated with additional information. So the URIs are the "keys" of the set, and therefore one registration for a URI overwrites any other registration for the same URI (regardless of field-parameters).
