It's not onerous to the developer to use IPv6 addresses in the received param (i.e., to leave out the []s), and as Adam Roach pointed out, the grammar's unambiguous.
Adam correctly points out that not having the port number in the received parameter makes this problem a little easier to deal with. However, there have been a couple of posts on the list that point out a bug in the 3261 ABNF.
