 Product I am working with is kind of all in one solution. It got 3 interfaces. 
 T1/eth0/wlan0. Outbound proxy runs on T1 interface and sip client runs on 
eth0. Bunch of sip wifi phones registers through outbound proxy by associating 
with wlan0. This box got 24 channels and each channel can be configured as FXO 
or FXS.  Some times they  replace  wlan0 with eth1 and serve  DHCP for  cisco 
and  polycom phones that register to  sip proxy  through  outbound proxy. I 
dont have any control over sip clients. Only way i can do this is by outbound 
proxy sending OPTIONS to sip proxy.

BTW, why don't you send OPTIONS to the SIP Proxy from your UA, 
instead of from your outbound proxy? The network fault may occurs
between your UA and outbound proxy.
