This is actually allowed; what is not allowed is to start a second INVITE before the first transaction has finished, but INVITE and non-INVITE may be sent in parallel (even many non-INVITE in parallel is OK, although you risk getting 500 responses for CSeq out of order)
The INVITE transaction should be completed as usual, since it is independent.
