There is a provision for a 3rd party to initiate REGISTER requests, as long
as that 3rd party is authorized to do so. The To: and From: headers are
different in this case. The To: header will carry the AOR being queried. The
From: header will carry the AOR of the 3rd party. If you want to use this as
a query mechanism, you'll simply not include the Contact: header in the
REGISTER request.

Using 3rd party REGISTERs to query location information has a fundamental
drawback, however. It is a 'pull' model, where the 3rd party must
periodically pull the information down from the Registrar/Location Service
to keep in sync. SUBSCRIBE/NOTIFY, on the other hand, is a 'push' model. In
this model, the 3rd party is notified everytime there is a change in the
AOR-Contact bindings of interest.
