When no session timer has been established, a UAC may desire to test the
signaling path to the UAS. Sending a reINVITE with unchanged SDP and an
unchanged Contact is one way to do that. Sending an UPDATE with no body
and an unchanged Contact is another.
Also, there is the possibility of wanting to change the Contact address,
while *not* wanting to change anything about the media. This can be
requested by sending a reINVITE with the new Contact address and
unchanged SDP.
