   A question regarding SUBSCRIBE Cseq number:

   According to RFC 3261- Cseq

   For non-REGISTER requests outside of a dialog, the sequence 
   number value is arbitrary.  The sequence number value MUST 
   be expressible as a 32-bit unsigned integer and MUST be 
   less than 2**31. 
   I looked at SUBSCRIBES from Polycom and Cisco  and they are  start  with 

   cseq: 1 SUBSCRIBE

    Is it valid? Why use 1 when you are supposed to use a random sequence?

   Any help?

I do not see the word "random" in the passage you quoted.  "Arbitrary"
does not require randomness.
