Hi, AFAIK, Timer is J is used for Non-Invite Transaction. In Non-Invite transaction Timer J is started when the Server transaction reaches the completed state and it is used for the retransmission of Final response at Server transaction (when transport is Unreliable). When the Timer J fires server transaction switches to terminated state.
