If you sent the SIP BYE and the RTP BYE within a couple milliseconds of 
each other, it would be impossible to know with certainty which one 
would arrive first.

In practical terms, it doesn't matter which one you send first.

Sending the SIP BYE alone should be sufficient to tear down both the SIP 
session and the RTP session. The nice thing about sending an RTP BYE is 
that you can send a final sender report and receiver report, which 
provide feedback about the quality of the media path, such as the 
percentage of packets lost.
