Hi,
        In this case, response MUST be given by TU, its responsibility
of TU to send response. A timer may be started against TU in non-IST to
protect the transaction; however, this is very much implementation
specific and nowhere mentioned in RFC.

RFC 3261 (in Figure 8: non-INVITE server transaction ) doesn't mention 
properly 
what will happen if the  non-IST doesn't receive any provisional 
response/final response.
