[ABN] if you have used SIP and tunneling protocol for ISUP signaling the
each of the interfaces will have their own independent signaling. 
On SIP side INV/4xx/ACK would complete the signaling, in the similar way
on ISUP side IAM/REL would complete the signaling procedures. 

Each gateway should be configurable, whether to be used like tunneling
or translation depending on how you use the SIP network. I mean
PSTN-IP-PSTN or PSTN-IP or IP-PSTN scenarios. 

In case of tunneling the actual ISUP message would be carried as a
payload in an appropriate SiP message. 
In case of translation, the information in ISUP message would be mapped
into SIP response and vice versa. (in this case there could be loss of
data).

AFAIK the RLC message would not be carried as a payload in 4xx message,
without any violation this could be done, but may not be of much use.
