The idea is that the UA may want to ask its user whether the user wants the camera activated, which may be time-consuming. So it would be a re-INVITE that would not complete immediately, which is the sort of situation 100rel was designed for. As Paul says, a lot of scenarios assume re-INVITEs complete quickly.
