The draft referred by you (draft-ietf-sip-cc-transfer-05) is already
expired. You'll get the desired information in the following:

1. draft-ietf-sipping-service-examples-11 (Session Initiation Protocol
Service Examples)
2. RFC 3515 - SIP REFER method.

  Currently I am involved to implement various call features with SIP
STACK. regarding Call - Transfer , I should follow which standard? As

  May I know which latest draft or rfc defines the Call Transfer? 
 
  Usually Other famous VOIP products e.g; Pingtel,vovida they follow
which standard for Call Transfer?
