The re-INVITE modifies any existing media sessions; it
does not create media session. One media session
consists of one or more media streams. The re-INVITE
adds and/or deletes and/or modifes media sttream(s).
If you are asking about the impact of re-INVITE in the
billing then answer is dependent on the Billing
framework. Some Billing software generates Bill per
media stream and some per session. If re-INVITE adds
one or more media stream then billing for those media
streams shall be started as soon as offer/answer shall
be completed for that media streams.
