The BYE is routed according to rules for in-dialog requests. See rfc3261, section 12.2.1.1, in particular the discussion of remote target and route set. Once the next-hop has been identified, the procedure in rfc3261, section 8.1.2 is used to calculate the address of the next-hop server.
