If destined user receives the message with max-forwards as zero. It has to honor the message. A proxy should check the value of max forwards before forwarding it to next hop.
Piece of text from 3261: If the Max-Forwards value reaches 0 before the request reaches its destination, it will be rejected with a 483(Too Many Hops) error response.
