the hop count is implemented to avoid endless loops and to remove a
request if it is zero.

Your second question is easy to answer. In this case the UAS is reached
and can handle the request. It makes no sense to send back a 483 Too
Many Hoops detected. On the other side it is not the task of a UAS
server to decrease the Max-Forwards header. (I think this is written in
RFC 3261 - 16 - Proxy)

Your first question is a little more complicated. In my opinion there a
two possibilities. The first one it was a loop inside. The second one
the way was really longer than 70 hops. If I can it is RECOMMENDED to
use 70 hops but you are free to try it again with more hops, I think the
maximal is 255.
