Well, there's the "early" session disposition type (see rfc3959 and 3960).
It seems to be the most explicit and generally applicable way to signal
your ability and desire to do early media. Of course, interoperability may
be an issue as it's an optional extension.

But I don't suppose that's what you're looking for. I interpret your question
more along the lines of "Is there any way the UAC can instruct the UAS
to send the SDP answer in the 183 Session Progress or the 200 OK?"
And, of course, the answer to that is "no." The client sends the offer in
the INVITE and must be prepared to receive the answer in any legitimate
response.
