Accept-Contact and Reject-Contact provide essentially the same service -
to categorize contacts in order to select and prioritize the candidates
that will be tried. They differ semantically in the way they do the
categorization. In many cases you can achieve the same objective using
either Reject-Contact or Accept-Contact with negated values. But in
complex cases that is not always the case.
I suggest that you simply use whichever one is most convenient to you.
You can look at RFC 4596 for examples of use.
