In addition to what others have said: OPTIONS should clearly be valid at any point during a dialog. Since MESSAGE is to deliver a message to a user, it is possible that it will fail or have no effect until a confirmed INVITE usage is established. Because INFO is weakly specified, it seems likely that some UAs might reject it in an early dialog (or at other times).
