   According to RFC 3261, RFC 3428 and RFC 2976, INFO, OPTIONS, MESSAGE
   requests are mid-dialog requests. Does it mean that these can be sent or
   received during the early dialog also?

In addition to what others have said:

OPTIONS should clearly be valid at any point during a dialog.

Since MESSAGE is to deliver a message to a user, it is possible that
it will fail or have no effect until a confirmed INVITE usage is
established.

Because INFO is weakly specified, it seems likely that some UAs might
reject it in an early dialog (or at other times).

After a non-100 privisional response establishes the dialog.
