Next time SIP phone subscribes, server accepts a request but NOTIFY to the phone has CSeq = 1. This confuses the phone since CSeq is lower than the one received in a last NOTIFY before reboot. The next time the SIP phone attempts to refresh its subscription, the server notices that it is a re-SUBSCRIBE (because the request has a to-tag), but the server has no knowledge of the subscription.
