I would be interested in knowing whether a request is retried (if
so, under what circumstances) after receiving a 403 response?
It would seem from the part of RFC 3261 you quoted ("Authorization
will not help, and the request SHOULD NOT be repeated.") that the
primary intent of 403 is to mark requests that should not be retried.
