You can implement PRBT in several ways, as Paul already said.

Using alert-info will work, however ...
We created a prototype using alert-info and it worked fine with test
clients. Then we start looking for softclients and only SNOM seemed to be
working with alert-info, with the restriction that the file must be in a
directory on the same PC as were the soft client is running.
So unless there will be more clients supporting it in a more flexible way, I
agree with Paul that this solution will not fly.

The second option of Paul where PRBT uses streaming of the ring back media,
we have implemented in our Ericsson solution and this works fine. We have
used RFC3960 and RFC4240.

Note: PRBT is being standardized in several bodies now. 3GPP, TISPAN and
OMA.
