it will behave as if the proxy doesn't support
the session timer mechanism.

A proxy can insert a Session-Expires and/or a Min-SE header
but it won't do anything if neither UA supports session-timer.

For session-timer, at least one of the UA's has to handle the refreshing.

   the UAS did not support the session timer.  If the proxy remembers
   that the UAC did not support the session timer either, the proxy
   forwards the response upstream normally.  There is no session
   expiration for this session. 

So if neither side can do session timer, there is no session expiration.

Again, if neither UA supports session timer, then the proxy cannot
delete the dialog details as if there was a session timer.

A proxy might have it's own inactivity timeout but this is not behaviour
described in RFC 4028.

They cannot be informed.
But a UA error, application error or user realisation might inform
that the call is no longer useful.
