The "user=phone" parameter is a hint that the part to the left of the '@' sign is actually a telephone number, in case there are SIP users whose names happen to consist of all digits. It's another way of addressing telephone numbers in SIP without getting into the complexities of TEL URI and considerations like ENUM.
Typically a proxy server for the domain will use a dial plan to resolve this into a real destination.
