Yes, that is the point.

What do you mean by "actually answered the call"?
As far as SIP is concerned, it is the B2BUA that answered the call,
though it may be acting as a surrogate for something else.
Its hard for User A to make an accurate determination of who it is
talking to in any case. There is some work on called party identity that
you can look into. (I forget the name of the draft right now.)
