It *should*, if the recipient supports multipart/mixed. It was an 
oversight that 3261 didn't require this. Now it seems that there are a 
number of implementations that don't.

There is new work, just begun, to define this better and extend 3261 to 
require this support. See draft-camarillo-sip-body-handling-00.txt.
