Section 8 of RFC 3603 describes using the P-DCS-LAES header in order to
facilitate legal intercept.

For tracing simple "A calls B" scenarios a P-DCS-LAES in an INVITE or
18X or 200 message is clear.

The specification does not include a means to stop the tracing, or
suggest a behavior if two P-DCS-LAES headers are received.

My assumption is that once such a header is received, that call tracing
should continue until there is a BYE on the call.  

My questions:

 * Is there any condition prior to a BYE that call content tracing can
stop?

 * If a second P-DCS-LAES header is sent in the same INVITE or a
subsequent INVITE, then should multiple copies of the call content be
forwarded?

My ultimate goal is to know what the standard behavior should be when
two traced calls are merged.  My belief is that both call traces should
continue, one copy for each of the traced parties, until a BYE is
received.
