Take a look at 6.1.1.1 bullet 3 of 29.228 and it would appear that a REGISTER will not arrive at the S-CSCF if it is barred and there are no other non-barred Publid Ids in the implicitly registered set. If it does arrive, then it is probably an error situation, and the handling is implementation-dependent. The S-CSCF could reject the request with a 403, as well.
