yes, it's Cisco stuff.

For interop, we use this Cisco method.
For # we use Signal=#

I know that sending DTMF via INFO messages is deprecated, but since some
UA only support this, I would like to ask you if the DTMF
  signal "#" should appear in INFO body as Signal=# or
Signal=11
?
