Yes you are right.
I was just saying Alex that as per RFC rule Response should go over UDP it the 
original request has received our UDP. Is it not true?

I also don't know what to do in that case when a response message has package 
size grater then MTU. Can you put some light what can be done in that case as 
this will break rule which you have mentioned as point 1.

Hi Vishal,

The rule for that is, if you decide to send a request on TCP and it
fails because of socket failure (Which will happen if the receiver is
not listening on UDP) the same message, with Via header modified with
UDP, has to be sent over UDP. This is a fall back mechanism. It works
only from TCP to UDP and not the other way.

There are some more rules:

1. Responses will always go over the same transport as request. No fall
back will apply here.

2. If an ACK message is part of the INVITE transaction, it will go over
the same transport as the original INVITE. No fall back will apply here.

3. Stateless proxies should use the same transport for the outgoing
message as that of the received message. For all other cases, selection
of the transport for outgoing message is independent of the received
message.

The transport selection process itself has several laws, depending on
message type (Request, response, request part of a transaction), message
length, DNS reply for the URL, presence of transport= field in the Route
URL or the Request URI. They are explained in detail in RFC 3261 Section
18 and RFC 3263.
