Depending on the context this Reason header could not be enough.
Imagine a PBX doing serial forking until a UAS answers.
If the first UAS doesn't asnwer, the PBX can send a CANCEL with that Reason 
header asking for not considering that call as "missed".
But, what about if the last UAS doesn't answer too?
A "solution" could be: The PBX doesn't send the Reason header to the last UAS 
so just that would see the call as missed. But would it be a really nice 
behaviour?
