The target-set is derived by a proxy when getting ready to forward a 
request. In simple cases there is only one entry in the target-set, the 
R-URI of the request or the URI in the top Route header. But if the 
proxy translates the R-URI, the result of the translation may be a 
target-set with multiple entries. For instance this can occur when 
translating an AOR if there are multiple contact addresses registered 
for the AOR. Or it can happen if a proxy receives a 3xx response with 
multiple URIs, or multiple 3xx responses.
