Section 3 of this RFC describes the new grammar for the Tel URL. After
specifying the grammar it states

"Each parameter name ("pname"), the ISDN subaddress, the 'extension', and
the 'context' MUST NOT
 appear more than once. The 'isdnsubaddress' or 'extension' MUST appear
first, if present, followed by
 the 'context' parameter, if present, followed by any other parameters in
lexicographical order."

>From the first line it is clear that the ISDN subaddress, the extension, the
context and a  pname  can
occur only once.

The second line states that if the 'isdnsubaddress' or 'extension' is
present it must occur
first.

Doesn't it also mean that only one of 'isdnsubaddress' or 'extension' may be
present in a Tel URI.
Because if both of them are present, both of them can't occur first at the
same time.
