We (snom) have implemented dialog state-based BLF since years and experienced 
so many problems with it that we added a much more light-weight way for doing 
this. This implementation just sends a IM to the phone and tells it how the LED 
should look like and what to do when a user pushes the button. Implementations 
include snom and pbxnsip and FreeSwitch and Asterisk (with a patch) seem to 
pick it up as well. More information can be found at:

Works great, solves problems with BLA, BLF, SLA, DND, Agent login/logout, night 
mode, intercom and the other features that we saw so far when emulating 
"legacy" PBX features.

Polycom supports BLA.  We run it here in production with OpenSER 1.3 for
the PUA.   Their code may be limited to draft -02 (basically some names
changed from x-whatever to a non x- name).
